In spite of the heat in the upcoming elections, former Davao City Mayor Rodrigo allotted his time in signing the sister city agreement with Strike Revilla, the former City Mayor of Bacoor.

The signing of this accord was held at the Bacoor gymnasium in Cavite on January 21, 2016.

The goal of this agreement was to specialize in the advancement of tourism, securitization, good governance, and disaster preparedness.

Former Davao City Mayor Rodrigo Duterte also saw this agreement as an opportunity to gain the trust of the Cavitenos in his presidential run and for the betterment of these two cities.

Mayor Herbert Bautista of Quezon City and Mayor Inday Sara Duterte of Davao City signed the Memorandum of Understanding of Sister Cities Cooperation
